Procurement Summary
Faradata Social Change and Women Empowerment Organization (FSCWEO) invites eligible and qualified construction companies to submit sealed quotations for the construction, installation, testing and commissioning of eleven (11) climate-smart greenhouse units in Nili and Shahristan districts of Daikundi Province.
The procurement is being conducted under the UNDP ROK REVIVE Project. Interested companies must demonstrate relevant construction experience, possess valid company registration and tax documentation, and comply fully with the approved Bill of Quantities, technical drawings, environmental and social safeguards, and FSCWEO procurement requirements.
Procurement Details
The selected contractor will be responsible for the complete construction, installation, testing and commissioning of eleven climate-smart greenhouse units, each measuring 7 metres × 32 metres.
The required scope includes:
Procurement and installation of greenhouse structural and covering materials;
Installation of doors and all required fittings and accessories;
Installation of complete drip-irrigation systems;
Supply and installation of elevated 1,000-litre water tanks;
Supply and installation of solar-powered water-pumping systems;
Provision of the required vegetable seeds and agricultural input packages;
Transportation of materials and equipment to the project sites;
Provision of all required labour, tools and safety equipment;
Testing, commissioning and correction of defects;
Site safety and responsible construction-waste management; and
Completion and handover of all eleven functional greenhouse units.
Bidders must quote:
One fixed price for each fully completed greenhouse; and
One total fixed price for all eleven greenhouse units.
The quoted prices must be in Afghanis (AFN) and include all applicable taxes, transportation, materials, labour, installation, testing, commissioning, overhead and other associated costs.
All materials must be new, standard-compliant and suitable for the environmental and operational conditions of Daikundi Province. Substitution, reduction of specifications, material downgrading or changes to the approved scope are not permitted without prior written approval from FSCWEO and/or the UNDP technical team.
Submission Guidelines
Interested bidders must submit a sealed quotation no later than 15 February 2026 at 4:00 PM.
Each quotation must include the following documents:
Valid Afghanistan construction or company-registration certificate relevant to construction or civil works;
Valid Tax Identification Number (TIN);
Completed, signed, stamped and dated Bid Submission Form;
Signed Conflict of Interest Declaration;
Written acceptance of FSCWEO’s Code of Conduct;
Signed PSEA Commitment and Safeguarding Declaration;
Signed Legal and Financial Eligibility Declaration confirming legal eligibility, solvency, tax compliance and non-debarment;
Evidence of at least two similar assignments involving greenhouse construction, irrigation, solar or water systems, civil works, or rural infrastructure;
Signed acknowledgement confirming that the bidder has reviewed and accepted the approved BoQ and technical drawings; and
Financial quotation showing the fixed unit price per greenhouse and total price for all eleven greenhouse units.
Late, incomplete, unsigned, unstamped or materially non-compliant quotations may be rejected. FSCWEO reserves the right to reject any quotation that is misleading, fails to meet the mandatory requirements or does not represent the best value for money.
Quotations must remain confidential and should not be shared with competing bidders or unauthorized individuals.
